Understanding the Empowerment Scholarship Account (ESA) and Its Impact on Cave Creek Schools

By Dan Moore, Candidate for Cave Creek School Board

Education is one of the most valuable assets we can provide our children, and ensuring that every student has access to the best possible learning opportunities is a priority for me. One significant program in Arizona that affects educational choices for families is the Empowerment Scholarship Account (ESA). As a candidate for the Cave Creek School Board, I want to share how ESA works and what it means for our community.

What is the ESA?

The Empowerment Scholarship Account (ESA) program, established by the Arizona Department of Education, allows parents to receive funds that would otherwise go to their public or charter schools. These funds can be used for alternative educational choices, including private schooling, homeschooling, or other educational services and materials. The program is designed to give families more control over their children's education and cater to unique learning needs that may not be met in traditional settings.

Who Qualifies for ESA?

ESA eligibility extends to students with special needs, children of military families, students in failing schools, and those living on Native American reservations, among others. This program is particularly beneficial for students who require more tailored educational approaches that are not available in their assigned schools.

Benefits and Challenges

The ESA program offers numerous benefits, such as personalized learning plans and the ability to use funds for a variety of educational services, including tuition, therapy, and tutoring. However, it also presents challenges, particularly in terms of funding distribution and the impact on public schools. With funds redirected from public to private education sectors, public schools may see a decrease in the resources that are crucial for program and infrastructure development.

My Perspective on ESA

I support the idea of school choice and recognize the value of programs like ESA that empower parents to choose the best educational paths for their children. However, I also believe in creating a level playing field where public, charter, and private schools are equally capable of providing high-quality education.

To truly benefit from programs like ESA, we must ensure that:

  • All schools are competitively funded and resourced.

  • Tax credits and scholarship funds are distributed equitably.

  • Transparency in how funds are used is maintained to ensure they directly benefit students.

Conclusion

As your potential school board member, I am committed to navigating these challenges and opportunities to ensure that every child in Cave Creek receives the best possible education. I will advocate for balanced policies that support educational equity across all types of schools and ensure that our public schools remain strong and competitive.
